Al menos 262 personas fallecieron en dos meses debido a ataques brutales en Kenscoff en las alturas de Puerto Príncipe, Haití
Puerto Príncipe, April 7, 2025: The ongoing attacks over the last two months in Kenscoff, a community in the heights of Puerto Príncipe, have resulted in at least 262 fatalities and 66 injuries. At a minimum, 53% of these casualties were civilians, with the remaining 47% linked to criminal factions, as reported today by the United Nations Integrated Office in Haiti (BINUH) and the Office of the United Nations High Commissioner for Human Rights (OHCHR).
“Our teams have gathered and verified information through thorough investigations, confirming that the assaults in Kenscoff were excessively harsh, aiming to instill terror among the residents,” stated María Isabel Salvador, the Special Representative of the Secretary-General in Haiti and head of BINUH.
Individuals, including men, women, and children, were executed inside their homes. Others fell victim to shootings on roads and paths as they attempted to escape the unrest. Many of the deceased were burned, and acts of sexual violence, including rape, were perpetrated against women and girls. Approximately 200 residences have been destroyed or set ablaze, displacing over 3,000 people.
The objective behind these criminal groups’ assaults was to extend their dominion over the mountainous areas of Kenscoff, thereby destabilizing the community of Pétion-Ville. By gaining grip in this region, these factions and their supporters moreover sought to undermine the current authorities further.
Security forces in Haiti were deployed belatedly on the first day of the onslaught, January 27. Nevertheless, despite operating with limited resources and personnel across various fronts throughout the capital, their presence in Kenscoff was gradually reinforced, thanks to the backing of the Multinational Security Support Mission.
This deployment managed to halt the criminal groups’ progression yet has not fully restored public order.
The most recent incidents occurred in Kenscoff between March 24 and 27, indicating the ongoing presence and operational capabilities of criminal groups in the area. Since the onset of these confrontations, four members of the security forces have lost their lives, and another four have been injured, along with one member of the Multinational Security Support Mission.
Since the beginning of the turmoil, state services including the National Directorate of Drinking Water and Sanitation (DINEPA), UN agencies, and numerous national and international non-governmental organizations (NGOs) have provided humanitarian assistance and protection measures to those impacted by this strife.
Yet, these efforts remain insufficient in light of the vast needs and the psychological trauma experienced by survivors, particularly children, who have either been direct victims or witnesses of severe violence, including sexual violence.
The report also offers recommendations for the Haitian authorities and the international community to help improve the security situation and support the security forces.
The data gathering process for this investigation was carried out through stringent documentation and verification procedures, enabling the accurate sequencing of the events in Kenscoff. This methodology found that the assaults occurred in six stages, detailed explicitly in today’s published report.
